An excellent opportunity for 80 youth leaders, activists, and stakeholders to join the 8th Arab-European Youth Forum - Youth and Intercultural Dialogue in times of Artificial Intelligence. This forum is organised and funded by Council of Europe in Co-operation with the League of Arab states and the Ministry of Youth and Sport of Egypt.
About the 8th Arab-European Youth Forum
The co-operation between the Council of Europe and the League of Arab States has been for more than 10 years, As an important part of this work, primarily articulated around the promotion of intercultural dialogue, youth participation and youth policy co-operation.
This year , In cooperation with the Ministry of Youth and Sport of Egypt, the 2024 Arab-European Youth Forum is organised with a view to reset and re-launch the cooperation between young people and youth movements affiliated to the two organisations. The forum will be a unique space and moment for dialogue and exchange in a social-political context marked by poly crisis that impact heavily on young people and the context for dialogue that include armed conflicts, persisting grave human rights violations, climate crisis and environmental degradation and the threats and opportunities of Artificial Intelligence.
The rich historical heritage of the Egyptian city of Luxor provides an excellent context for young people to exchange, learn and reassess their own role as agents of dialogue, innovation and change.
The forum seeks to foster dialogue and collaboration among youth and organizations affiliated with the Council of Europe and the League of Arab States. It will do so by sharing expectations for intercultural dialogue and cooperation, as well as discussing the impact of Artificial Intelligence on young people in both the Arab and European regions.
Objectives of the 8th Euro-Arab Youth Forum
- To relaunch Euro-Arab cooperation and dialogue in the youth sector;
- To examine the conditions and requirements for intercultural dialogue among young people;
- To investigate the influence of history and ancient civilisations on today's perceptions of cultural diversity and peaceful coexistence;
- To build a shared understanding of the potential advantages and risks that Artificial Intelligence poses for young people and intercultural dialogue in both regions;
- To improve mutual comprehension of the priorities and approaches within the youth policy sectors of the League of Arab States and the Council of Europe;
- To encourage young people to participate in future dialogue activities.
Programme and Working methods
The programme will be a mix of plenary inputs and exchanges, addressing notably the common civilisational heritage as a basis for dialogue, truths and myths about Artificial Intelligence and the conditions for Euro-Arab youth dialogue and cooperation.
This will be complemented by workshops and break-up session where participants will be able to interact, share experiences and views, and put together their ideas and proposals for the follow-up of the forum.
A significant part of the programme will take advantage of the rich archaeological and cultural patrimony of Luxor, including visits of the Karnak Temple, the Valley of the Kings and also of the Nile river.

Eligibility | Who can apply
The forum will bring together around 80 youth leaders, activists and stakeholders active on Euro-Arab cooperation in the Youth Field. Participants who want to apply for this forum, must met the following requirements:
- Resident in a member state of the Council of Europe or state signatory of the European Cultural Convention, check the list from HERE;
- Aged between 18 to 30 years;
- Able to work in English (knowledge of Arabic will be an asset);
- Engaged in a youth organisation or project related to Euro-Arab youth cooperation, intercultural dialogue, or Artificial Intelligence literacy;
- Able to share their experiences and ideas and be motivated to take full part in forum actively and contribute to its success and follow-up.
Note: The Council of Europe invites applications from all young people and youth leaders who meet the specific criteria of this call, regardless of gender, disability, marital or parental status, racial, ethnic or social origin, religion, belief, or sexual orientation.
Expenses and Financial support
- The League of Arab States and the Ministry of Youth and Sport of Egypt will cover the full board and lodging expenses for participants at the Youth City in Luxor during the forum.
- Participants' travel costs will be reimbursed by the Council of Europe via bank transfer upon submission of the necessary invoices, travel documents, and tickets.
- Visa costs will be reimbursed by the Council of Europe upon submission of the necessary evidence and documents. Additionally, the Council of Europe will assist in issuing invitation letters for visa purposes when required.

Step 1: Register or sign-up to On-line Applications platform of the Youth Department of the Directorate of Democratic Participation of the Council of Europe.
Step 2: After completing the registration form, you will receive an email from the system asking you to confirm your registration by clicking on the provided link. Please note that the system sends messages every two hours. Therefore, you must wait at least 2 hours to receive the confirmation message. Until you confirm your account, you will not be able to use your username and password.
Step 3: After confirming your account, you need to LOGIN to the platform from HERE.
Step 4: Go to Application form page of "8th Arab-European Youth Forum" and fill the survey then submit your application before 24th of July.
